Turner RSAT Center is a state correctional treatment facility operated by GDC, with Wilcox State Prison listed as host facility. Its residents are adult male felons in a six-month residential substance-abuse treatment setting. Leaving Turner RSAT is therefore a state offender event, even though the center sits inside Turner County.
A person may complete the treatment placement and return to supervision, transfer to another GDC location, or move according to a sentence, probation, or parole decision. The state offender record, supervision record, and court order establish which path occurred. The Turner Sheriff’s Interop archive does not record an RSAT discharge unless the person also had a separate Turner County Jail booking.

Turner RSAT Release-Date Terms
Georgia uses distinct labels for different points in a state sentence. GDC uses release date in offender information and Maximum Release Date, or MRD, in incentive-credit materials. The Parole Board uses Tentative Parole Month, or TPM. A TPM is the month when final review may occur, not a promised exit date.
Conduct, treatment or program completion, detainers, sentence recalculation, court credit, and Board action may change the result. If a public record conflicts with a court order, obtain records from both custodians rather than choosing the earlier date.
Note: A Turner RSAT program end and a legal discharge are related events, but they are not automatically the same date.

About Turner RSAT Center
GDC lists Turner RSAT as medium security with capacity for 232 adult male felons. It was constructed in 2004, opened in 2006, and remissioned in 2012. Its present mission is a six-month Residential Substance Abuse Treatment program for people described by GDC as high risk and high need with chronic substance-use and recidivism concerns.
GDC says the program operates in partnership with Spectrum Health Systems and identifies Wilcox State Prison as host facility. Those facts reinforce that Turner RSAT belongs to the state correctional system. Calls about a Turner County Jail release should go to the sheriff, while questions about an RSAT resident belong with GDC.
Turner RSAT’s Pre-Release History
The facility began with a different correctional role. GDC says it opened as a pre-release center for medium and minimum-security offenders with less than five years remaining on Tentative Parole Month or Maximum Release Date. Its 2012 remissioning changed the mission to the current treatment program.
This history makes TPM and MRD terms especially visible in Turner County, but it does not mean every present RSAT resident has a fixed parole date. The source’s own labels must be read separately. TPM concerns Board review, MRD concerns the maximum release marker, and treatment completion concerns the program placement.

Requesting Turner RSAT Release Records
A precise request should ask GDC for the offender’s release or discharge record, facility history, date of transfer, and the status shown when Turner RSAT placement ended. Include the GDC number and case number. If the need concerns a sentence computation, ask for the controlling date field and its label rather than requesting a vague “release date.”
Georgia’s Open Records Act supplies the general public-record framework. Agencies should produce available responsive records within three business days when possible or provide a written timetable, cost, and legal basis for withholding. Correctional records may contain security, medical, treatment, or other protected details, so redaction is possible.
No Turner-specific RSAT release-record fee was found. Ask for an estimate and narrow the date range or record category if costs may rise. A facility treatment record and a public discharge record are not the same thing.
Supervision After Turner RSAT Release
A person can leave physical custody or a residential placement while remaining under probation or parole conditions. Probation information may instead run through the Department of Community Supervision and the sentencing court.
Use the supervision source only after confirming that supervision applies. Someone transferred to another GDC facility has not entered community supervision merely because Turner RSAT no longer appears as the location. Likewise, a completed treatment program does not by itself prove sentence discharge.
When a parole date is prospective, the TPM lookup may show a review marker. The Board can revise a decision before release, and program completion may be one condition. Confirm the final status after the event.
Court Records Behind Turner RSAT Placement
The sentencing court can explain whether RSAT was ordered as part of probation, a state sentence, a revocation response, or another correctional plan. Ask for the sentencing sheet, probation order, revocation order, disposition, and any amended order affecting custody.
If Turner County was the county of conviction, Superior Court handles felony criminal files through the clerk at 219 E College Avenue, Ashburn, phone 229-567-2011. A conviction from another county belongs with that county’s clerk. The facility’s location in Turner County does not shift custody of the criminal case file.
GDC also says time-computation or county-jail-credit disputes may start with the inmate’s counselor and grievance process and may require the clerk in the county of conviction. This is a records reconciliation path, not a reason to use the Turner sheriff roster for RSAT release.
Turner RSAT Is Not Turner County Jail
The active county jail is at 1301 Industrial Drive in Ashburn and uses the sheriff’s Interop roster. Turner RSAT is at 514 South Railroad Avenue in Sycamore and uses GDC records. The historic Turner Castle building at 243 College Street has no current detention role. These three names should never be collapsed into one lookup.
